It all started over two decades ago with a group of passionate and dedicated community volunteers who wanted to assist the newly founded Ogontz Avenue Revitalization Corporation by encouraging shoppers to return to the 7100 block of Ogontz Avenue and to foster community pride. The group became known as Friends of OARC, (short for Ogontz Avenue Revitalization Corporation) and wanted to show that change was coming to West Oak Lane. Friends of OARC organized the first Super Saturday Street Fair. The festival, held every June, began as a one day event, and grew into a four day cultural festival that included an afternoon Gospel Concert at one of the local churches, an evening of Jazz under the stars at the local recreation center, an evening of Arts held at the West Oak Lane Senior Center and the Super Saturday Street Festival which featured a parade through parts of West Oak Lane, rides and games for children, live music, vendors, and arts & crafts. It was a good start.

In 2003, Jack Kitchen, then Executive Director of OARC, recognized both the need and opportunity to introduce a broader audience to the resources available in West Oak Lane and along the Ogontz Avenue commercial corridor. Mr. Kitchen realized that OARC could accomplish both goals by building on the success of Super Saturday, and transformed what had been a community street festival into a major regional event called the West Oak Lane Jazz and Arts Festival. What began seven years ago as a means of marketing and showcasing the West Oak Lane community to the region, has since grown into an international event, attracting visitors and performers from around the globe.
